the two teams have never played before. isn't a coin toss supposed to decide the final venue?

It must have been done at the start of the season that if this tie happened it would be played in Slovakia.

Last year when the US played Belarus for the 1st time, the Belarussians knew that the tie would be played in the US. I can't say for sure, but maybe they did the same thing for this one.

yeah, but they are also at their weakest on clay and ivan plays up when it's davis cup time. croatia is guarenteed the doubles and i just think that ivan is a better player than hrbaty or beck

just wish we could win dc in croatia

I doubt Slovakia would choose clay. That would be risky.

8 Choice of Ground

Choice of ground shall be determined in the following sequence: -
(i) If the previous Tie between the two Nations was played on a neutral ground, choice shall be decided by lot. If this is not applicable, then
(ii) If the previous Tie between the two Nations was not played for any reason, choice shall be decided by lot. If this is not applicable, then
(iii) If one Nation has been entitled to choice for its Tie with another Nation in 1970 Competition, or in any later Competition, the latter shall have choice on the occasion of the next meeting with that Nation. If this is not applicable, then
(iv) Choice shall be decided by lot.
All of the "lots" were determined immediately following the 2005 draw (September 2004). A grid showing choice of ground for the whole world group was posted on the Davis Cup site at that time:
