I don't know exactly but if you post your evidence on social media or/and forums and it gains enough traction then it will probably reach the right people.
It's even better if you do it this way because Media will make sure there is a clear reaction from the responsible people whereas if you contact them directly they might choose to burry it for whatever reason.

Though to be frank, I'd suggest not jumping the gun everytime someone chokes.

The poster claims to have evidence so I assume it is more than just a weird scoreline.
MTF posters claim all kinds of things, doesn't mean there's any truth to them. This a very serious allegation with potentially long term ramifications. One should be really careful here.
However, if TIU contacts are available to the public, it's safe to assume they get a good variety of similar complains. They probably have the tools and the experience to filter them.

If you have a legitimate claim, then you should contact the TIU. I have done so before on matches that I had actual evidence with and they addressed it.

But, it can't be something simple like "This guy's odds dropped before the match and he lost 6-2 6-2 so he fixed it". You have to have some solid evidence for them to even consider it.

For instance, one time there was a match where a player's first set odds dropped from 1.08 to 1.9 at 2-2 in the first set. Of course he ended up losing. I actually saw it and WON by bet, so I grabbed the odds history from a bookmaker and sent an email explaining the situation with screenshots of the changes to back it up. While nothing disciplinary came of it, they did investigate it (I got an answer two days later) and I was assured the player was added to a watch list.

You can also PM me any info you have. I used to be a sportsbook manager for a well-known UK book, so I can get anything like odds history or an idea of any massive bets placed from my friends.

This is not about jumping the gun, I've seen my fair share of sketchy chokes in tennis but never blamed it on a match fix. I have solid evidence and have e-mailed it all to TIU now as suggested here. Thank you guys!

The ruins would only be interested in such report if it involved one of the big 3. Then it doesn't matter what turns out. Guilty or innocent beyond reasonable doubt, the thread would live forever.
