What is this new craze all about?
In the last few years its happened in so many countries? Why is it seen by terrorists as an attack option. The thoughts of a loved one being purposely driven in to while walking on the path is crazy.

This has happened so much last few years. London being most recent but happens in Germany often too.

Sadly, it is effective. The Islamist perpetrator of the Nice attack in 2016 killed 86 people and injured hundreds more. These people will often opt for the maximally harmful tactic if they can pull it off.

The self-described incel who killed 10 in Toronto a couple of years ago is on trial at the moment, pleading insanity.

I think Nicea attack was the most infamous one. Terrorist keep looking for new methods to break through with their cowardly and disgraceful war. But I still think much of the fault lies on the media in democratic countries which give them coverage and attention necessary to instils fear into their societies.

What does American legislation have to do with terrorist attacks perpetrated by Islamists in France, Austria, Germany and the UK?

Stop trying to exonerate mass-murderers.
