Probably. Federer is the only one who has ever done it until today, but that's because Nadal skipped TMC/WTF in 2008, 2012, 2014, 2016 and 2018, while Novak skipped it in 2017. So there weren't really many chances to achieve that feat.I guess this must relate to ATP finals only.

You are wrong. Nadal qualified in 2016 as number 7. And there is not much doubt about Djokovic being able to qualify in 2017 if he wasn't injured.Nadal didn't skip the tournament in 2016, Djokovic didn't skip it in 2017. They did not qualify in those respective years.
