There're only 9 active players older 36 years old in Top 1000. It's 0.9% only. And only 4 is in Top 200. It means 36 years old for 99.1% is some limit? And question is: Robredo is still playing or retired already?

why then there said Ivo could make record (after final)???
From ATP site - posted in December:

Federer was the oldest titlist of the decade, winning Basel this year at 38. He is the third-oldest player to lift a trophy in the Open Era behind Pancho Gonzalez and Ken Rosewall.
Also, Matsui, Mahut, Karlovic all are still playing. Not sure about the other guys.
