Normally it is being done within few days after semis ( because semis finalise seedings and relegationties are played simultaneously with semis ). Any idea when?

What would be seedings be? France will be seeded #1. That is obvious. #2 seed will probably be Australia - 1999 champion and 2000, 2001 runnerup. #3 seed will probably be Russia - 2002 finalist. #4 seed will be prbably be Spain 2000 Champion. #5 and #6 would go to 2002 semifinalists USA and Argentina. #7, #8 - probably Sweden and Brazil.

SO that's my version of seedings:

1. France
2. Australia
3. Russia
4. Spain
5. USA
6. Argentina
7. Sweden
8. Brazil

With

Germany, Croatia, Romania, Switzerland, Great Britain, Belgium, Czech Republic, Netherlands unseeded.

Why Aussies are seeded 2? On what criteria the seeds are done? Why past results are important?

Does that mean that if some new country has a tremendous run in one year (let's say Antarctica wins DC final :D) it will not at all be seeded for the next year?

I will be grateful for any insights :)

There is such thing as Davis Cup rankings, and so they seed according to those rankings. Rankings for each country are accumulated over 4 years.
