The scoring system runs for a whole year but only the 17 highest ranked tournaments are important. It also determines whether players are seeded for a particular tournament.

No, I think these are the rules for the WTA not the ATP. They are different tours and have different rules.
The ATP does not have quality points, or tiers as such, and works on a best 18 (13 mandatory + 5 optional) system.
Entry System (the *real* rankings): points obtained over the past 52 weeks. Players at ATP level count points from the four Grand Slams, nine Masters Series, the Tennis Masters' Cup if played, and the best five results from other tournaments. If a player is eligible for the mandatory (GS + TMS) tournaments but doesn't play them, they score 0 for that tournament. Entry points are Race points multiplied by five. Entry points are also earned for tournaments below ATP level (challengers, futures, etc).
Race: points obtained from the start of the year to date. Rules same as above. Race points are 20% of Entry system points. Race points are not earned for tournaments below ATP level (challengers, futures, etc).
At the end of the year, for players who have played all year in ATP level (i.e. not challengers), Entry = Race * 5.
