What do the ATP base their decisions on? Do they have something like ranking points or what exactly??

I remember reading somewhere that umpires for slam finals are often (though not always)from the country of the slam. I think it was Enric Molina who said it when asked how he felt umpiring for USO finals.

I'm the umpire and I can explain that. It depends of level of the tournament. At Futures events ITF selects national and white badges umpires (sometimes bronze badge) from the home country if they have enough umpires. For the challengers you must have at least 1 sliver badge and 1 bronze badge and 4 white badges. For MD32 you need 6 chair umpires. For the ATP events atp selects their umpires (they have the contract with atp) and some ITF or home umopires if they have International chair umpires (Bronze, sliver and gold). For the ITF events (GS, DC, FC, OG) ITF has their umpires (contract with itf) and additional atp umpires. Some ITF umpires works for the wta too and not for the atp whole time. For the Davis Cup tiesyou have in the WG 2 away chair umpires and the referee, Zone 1 ties 1 away, 1 home chair umpire and the away referee. Zone 2 ties 2 home chair umpires and away referee.

I always wonder this also.
I heard during Rogers' match vs Berrer in Basel that the chair ump for any given match cannot be from either of the players countries. So for this match, they couldn't be Swiss or German. But I am not sure if this goes for TMS & GS. or DC.

just my 2 centavos:)

I think that when 2 players from the same country are playing each other, the umpire can be from their country as well.

The umpire can judge to his compatriot. example: Herfel can judge Haas.
Is there a different rule for the final then?
Because I'm sure De Jenken said lately in an interview that her first GS final was the final with Pierce in Roland-Garros and that she couldn't be the chair umpire for that match anymore because the rules have changed and she's not allowed to umpire a final with a French player.

The final with Pierce De Jenken umpired was in 2000 too. But she means it wouldn't be possible anymore.

Yes, Mourier was umpiring in many matches between French players again in Lyon this week.

That's strange, she clearly says in the article she can't because of a rules change.

"... celle qui compte déjà sept finales du Grand Chelem en simple à son actif depuis 2000, année de son baptême du feu à l'occasion de la finale de Roland-Garros entre Mary Pierce et Conchita Martinez. 'Ce ne serait plus possible aujourd'hui pour moi d'arbitrer une finale avec une Française, relève-t-elle. Le règlement a changé.' Le règlement, toujours le règlement..." (Tennis Magazine, July 2007)
