Final pick by PM was implemented in 2010 only for those players that had a chance to win the title.

5.1 "Final pick rule"

The last pick (on the final day only) can be, but it is not a must, send via pm to the manager of the tournament. It would be good, not obligatory, but recommended that the player posts on the paw thread informing about his/her move. The manager can then post the picks he/she has received via pm once the final has started or when they are next online.
A player who wants to make the hidden pick must perform three steps.
1) Send the hidden pick with PM to a keeper. Anyone can be a keeper, in particular the manager.
2) Send a post on the paw thread, that the hidden pick was made.
3) Publish of the hidden pick after the start of the final match.

If no 2, the player is late. If no 3, it does not pick at all. In both cases 0 pts.

The problem with the number 3 is the time zone, at least in my country there are finals at 4 AM ~ and if it's not an interesting match I won't wake up to only to post my pick.

Step 3 is required for correspondence between picks and "League Tables". The final table of 13 picks, and only 12 in the thread (because the latter pick is hidden). After step 3 in the thread same 13 picks.
Important! Step 2 tells all the players: the 13th pick without delay. If you "forget" to step 2 before the match, the pick does not count. On the contrary, if you forget to step 3, it is possible to correct later.

In 2014

If no manager takes a tournament until 1 day before the main draw is released, the tournament is cancelled, the players commited to this tournament are moved to the other(s) of the week (if there's any) and the circuit moves on.

It is removed in 2015. If there is no manager, the tournament will take place nonetheless.

1st yes, but no keeper. Manager is the one responsible for that tournament. So sending to anyone else one has to trust those players. So manager is th only one that should receive.

2 - Im fine with it.
