Yes. Three on-site, two WC and one qualifier --> 16 teams.

If you didn't commit for the entry list but you wanna play doubles you can team up before the tournament starts and just sign up at tournament location. The three best ranked teams on that list get into the draw.
Usually the worse ranked teams become alternates for main draw but in ATP500 they are able to play the four team qualies.
