They probably think they're giving el hombre a boost by giving him useless Murray but we see that when he actually reaches real competition in the final a la Djokovic, he bends over on command. Would it be better if they started putting a Federer-Nadal SF?

Yeah the ATP has nothing to do with it. I think any tournament director is surprised when a pusher like Murray makes it deep into their tournament, so I don't think they give any mind to the draw so far in advance such as thinking of a Murray/Nadal semi.
