Roger can have the achievement of playing the best 'tennis' (whatever that is) in a tennis match and Nadal can have the most consistent level in tennis matches and even be the best big match players (under doubt though). But there is no doubt that Djokovic is the best player of 'matches'
What I mean by this is that he has a hold on the flow of matches so often!! He seems to be 'mugging' and 'not playing at his peak' but he comes back from that every single time! He can adjust his game from offense to defence to whatever when he needs and it has been so in his prime/peak as well. He knows that a match is a match with a certain format and that is his goal, not meaningless showmanship/'magic' or playing at 900% every point.

If you see this as pushing etc, then I am sorry you aren't enjoying the story of the match that Djokovic gives. A pro-wrestling comparison would be most apt wherein Shawn Michaels ain't the most technically sound wrestler of all (maybe Bret Hart) but he knows how to wrestle a match, the psychology of it. It is the same with Novak.

Another way to put it is, that Federer is probably the best point constructor in tennis history. Djokovic is the best match constructor. People often ignore the latter. Some anecdotes:
1.Wimby 2015 final he returned in such a manner in first set that Roger's first serve % took a plunge. Then he went about the routine.
2. USO 2015 final - That service game where he demolished Federer's SABR strategy by 2 lobs a pass and a baseline point.
3. Vs Nadal during the losing stretch in 2014-2016 - Whenever Rafa would get comfortable in a certain rally pattern, Novak would change it up with with Backhand. This crushed Nadal mentally.
4. His matchplay vs Murray alternating offense and defence

Against Fedal yes, he has winning record against both and knows how to win consistent against them. However he mug away lots of slams to weaker players. He is best match player?

It seems he make his career in beating Fedal from their perch. Moral GOAT.

He has won more often than not against Stan and Murray if those are the players you are referring to. That includes Grand Slams and outside. Its impossible for anyone to win everything when he has to tune his game for 4 different potentially dangerous players. Djokovic had the misfortune to be in such an era and he still won more often than not.

Federer doesnt construct points more than Nadal or Djokovic, they should have this title. Federer tries to finish the point first with his serve and second with 3-4th strike. Thats why somtimes he can have great days and sometimes a lot of UEs.

Pretty sure he will be beating Fedal and mugging some slams to #newgen, this cycle repeats.

Murray is the runner up GOAT whom mugs to big 3 in slams so Djokovic was fortunate meeting him every time.
