I'm really thinking this may go to the dog.
the way he been serving at Wimby, i think he'd be the all time best serving shorty tbh

Dolgo has great 1st serve bombing it in, but his FS% is low, because he is bombing it full power + he is small guy so his % is low wit this risky serving. So yes his 1st serve is great, but overall his serve is just above average not great and this under 6 i know how much it is, but i think more than half of this board is from countries where cm are so at least OP could have mentioned it in his 1st post

Pablo Cuevas is another one to consider. He has a reasonably big first serve, but then his second (kick) serve is really very special for somebody who is on the short side.

The Dog really gets great pace on the FS due to hitting the ball on the rise while serving and was serving well at Wimbledon
I think Almagro is 6,0 or 6,1 if he's counted then him

Dolgopolov has the better when he's on, but his 1st % really hurts him. It's an all risk 1st serve actually.

Becker and Grosjean were also pretty good.

Cuevas is an underrated one.

Tipsarevic is more like a tactic server.
