Do commitment players with lower rankings get preference over higher ranked players who are non commitment players

Commitment players are guaranteed entry into ATP 500 events regardless of their ranking.
Still don't get it..
Somebody can explain me more in detail?

Commitment players are players who were Top 30 at the end of 2013 season, for more clarification.

Commitment players are players who were Top 30 at the end of 2013 season, for more clarification.
Which means they have to play at least four ATP500 the next year including one after USO. So they have to have the chance to avoid a zero pointer only because their ranking wasn't good enough to enter an ATP500.

IIRC, players can be on both alternate lists, but need to commit to the first EL they get into (if they do)

A wildcard for Andy Murray? I don't get this.
He needs to enter before the first entry deadline to be a regular entry. He didn't. So now he needs a WC to play, and of course if he lets organizers know he wants one he's favourite to get it.

Čilić maybe still tired of his USO title celebration, but he plays here anyway...
I guess he can't get any points here, because of his last year suspension. This tournament could be only preparation for Shanghai for him.
