The ATP drawsheet (pdf) is the most reliable for the surface. Says Hard (SynPave). Probably outdoors. On more than one occasion for other tournaments the ATP drawsheet listed the wrong surface at the beginning of the week which was then corrected as the tournament started.

matchstat is a good site, but I've noticed them getting the surface wrong several times recently.

For example they say Puebla is clay, but it is hard.
Similarly they said Paris was carpet but it was a new surface described as hard in the drawsheet.

well looking online it appears that the event is being held at the National Tennis Centre. having played there I can confirm that they only have indoor and outdoor hard courts.
