I totally appreciate why Federer is so beloved, but it's simply ridiculous that he wins this in a year that he barely touched a racquet.

The criteria is fairly loose as you need to be in the top 100 and have played at least one tour-level match. No-one else will win until after Federer retires.
Have never seen anybody who can more consistently deliver those "are you kidding me?!" moments. Even in his waning late thirties, he's still giving tennis lessons to ATP players. Not at all surprised that he's won this thing 18 years straight.
