They can't. The captain can't make replacements after the draw is made. Only the four players assigned can play, whether it's a live or a dead rubber. You never see more than 4 players representing a country.

You're correct. The rules are very loose for dead rubbers; in fact, there really aren't any rules. They can play best of three, substitute players after the deadline, and even agree to cancel the matches. Technically, they're supposed to take dead rubbers seriously, in case somebody tests negative down the line, but in practice, as long as the supervisor agrees, they don't go by the rules for live rubbers.

Edit: Actually, IIRC, best of three dead rubbers is now the norm; it's the cancellation that the supervisor has to approve.

well, I'm not Belarussian but I've read in Belarussian medias that Voltchkov was planning to retire. The only reason for him to stay in atp tour is Davis Cup, coz Mirnyi can't play it alone. Last time Voltchkov played at Tollyatti CH and lost in qualies have no ideas how Vlad without playing practise (4 tournaments pro 52 weeks) wil play in DC

yeah you're right we have no other players to play for Belarus...only Azarenka for FedCup according to Vova's practise i think that it doesn't matter///if belarus will play home he again beats such players like robredo, youznyi...players that he would never beat in other tournaments. ..
