Sadly he can't, not after the draw has been made.
But if Bjorkman plays one of the dead rubbers, I actually think Mello or Saretta would beat him.

They can't. The captain can't make replacements after the draw is made. Only the four players assigned can play, whether it's a live or a dead rubber. You never see more than 4 players representing a country.

Got it, you can replace the single player but must be the 4 players nominated when the draw was made.

Exactly. For example Meligeni could only replace Saretta with either Guga or Sa on Sunday.

You're correct. The rules are very loose for dead rubbers; in fact, there really aren't any rules.  They can play best of three, substitute players after the deadline, and even agree to cancel the matches. Technically, they're supposed to take dead rubbers seriously, in case somebody tests negative down the line, but in practice, as long as the supervisor agrees, they don't go by the rules for live rubbers.
Edit: Actually, IIRC, best of three dead rubbers is now the norm; it's the cancellation that the supervisor has to approve.
