Because it lost points from previous years. Davis Cup ranking goes back 4 years, and after each year 25% of the points earned at the same time in previous years are deducted.

Brazil won't be a seed, but I think it is the favorite team to get playoffs next year. Ecuador and Canada have +- 50% each to qualify (Peru is a good team and Brazil can lose to Ecuador)
