This Challenger is allowed some exemptions to the rules (for whatever reason) and they can offer a Wildcard to any player ranked higher than 11 who loses by 6 pm on Sunday in Indian Wells. There will be many changes to this list after IW starts and I will try to keep on top of them all. Main draw play starts on Tuesday, March 15th.

Well, they aren't forced They choose to play Sunrise themselves. If they'd want to play in the main draw of a Challenger, a lot of them could probably have gone to Sarajevo or Salinas, where they'd get in with ease and be seeded too. But they want to stay in the USA, which is understandable.
