The rules are very clear on this point, you have to send to the person given in the OOP and nothing else is counted as valid picks. Just noticed rugsal25 is in both the Mestre and Nottingham draws...he committed to Mestre first but didn't send any picks there.
So I guess he forgot about committing to Mestre...do I keep him in the N'ham draw?

He should be OUT from Nottingham

It's a little late of course, but taking him out of singles and replacing him with a LL won't change anyhting for the results (he lost in R1, and the LL would have lost as well).
In doubles however he was part of a LL team playing another LL team, so technically I have to alter the draw because no LL team should get a bye. But it seems a little late to change the draw now, right?

So. I'm just gonna leave it as it is. If he sends picks for doubles tomorrow I won't accept them and that's that.
If anyone from the board thinks I should act otherwise (i.e. change the draw) let me know.

I'm in the final of the Nottingham I CH for this week. Would that have granted me an SE into a tournament in the next week, and if so, which ones?

It would have granted you an SE into any of this week's challenger tournaments if you asked ahead of the 2nd deadline, which was yesterday.

You can ask before you actually reach the final, if you don't know if you'll make it or not until it's too late. Just post in the thread where you'll be playing that you request a SE in case you reach the final of "xxx", typically after you've reached the SF. You'll then get it if you're successful, if not then it will be like you never asked.

Since noone in the board has answered yet I'll make a stab at it.

Replacing is done before play starts. You don't know who will take the spot yet but you know where they will land. So the fact that the lowest ranked pair managed to outscore someone is not important and you made the right decision. That's my take on it.
