Federer was never going to play this exho because of the Gillette South American exho tour he's doing this off-season. He's also not playing Doha.
I suspect either:
1) Federer said he wasn't coming and the organisers are trying to save face
2) More likely, he asked for an absurd appearance fee so they would turn him down
For what it's worth I'm very glad he's not playing. Losing matches to the other top guys is never good, even if it's an exho. Soderling got a lot of confidence when he beat Fed there in 2010 and followed that up by knocking him out of RG.
Also, does anyone know what Fed's relationship is like with IMG since parting ways?

Useless exho is useless, and with his current plans to play a little less useless exho's in SA (as he's never been there before) this December, I bet there never was a plan for him to play this exho at all.
