Default Problem with timestamp

For some reason, all the timestamps have gone off my an hour.(An hour earlier)
In the Options, the timezone is correct and DST is set at always off

North America was switching from DST to standard?

The problem was there was a short while, but it was corrected.
I guess that instead of removing DST just for North America, an hour was subtracted from GMT(all time zones) on the clock on the forum
