What is truly jaw-dropping is that Steps is a leftover relic from the so-called "weak era" of Roger Federer, so why is one of the bastions of the "strong era" having such a hard time running over him?

It's not like he (Ferrer) was randomly given his ranking. He earned it. The fact that Del Potro is unable to get as high in the rankings is his problem. And no, it's not about the vulturing, as the other thread perfectly showed that Delpo is a bigger vulture of the two.
