I agree from that phrase it seems that Djokovic is just saying that the courts in IW are slower than the majority of courts o tour. Not that IW has been slowned down again.

He's clearly comparing to the rest of the tour, not the previous year. Indian Wells being slow is a given, it's been the same since they changed to the current surface in 1999.

2000: Byron Black, "The courts are slow, but the ball goes through the air very quickly"
