He's clearly comparing to the rest of the tour, not the previous year. Indian Wells being slow is a given, it's been the same since they changed to the current surface in 1999.
1999: Jana Novotna, "But this surface is impossible to serve and volley all the time. It is impossible because it's slow enough for other players to make a decent passing shot."
2000: Byron Black, "The courts are slow, but the ball goes through the air very quickly"
