The captains this year are the to be confirmed. Everyone can participate in this tournament, no matter what your ranking is. There are much less female TT players than male players so if you're a girl you better commit 
To see how this tournament is run, you can check out
last year's thread. We'll start in 2 weeks with matches from Basel and Valencia so there's plenty of time left to commit
