I am going to hate myself for posting this, because I am not normally a negative individual, but it's the ACC season, so perhaps I may be excused.

Put the identical building in the middle of London or any other city, without the flowers, the trees and the water, and how many people would give it a second glance?

You make a valid point, and the flowers, trees and water do make the locale an extra bit special.

However, he planted the flowers and built the pools of water himself - the trees were obviously there before he came.

In London you wouldn't be able to get planning permission for it because it's a fire hazard - I'm sure Health and Safety would tear it right down.
