You are right that CET can mean different things and it's not good but you're blowing this completely out of proportion. It's a very minor thing and if you intend to send your picks at the last moment you can make sure yourself that you won't be late by looking at the official OOP. I think you understand that there will never be consistency regarding this CET and CEST issue, it's simply impossible because new managers come along all the time and if we tell the potential new managers "you must get the time zone name correctly otherwise you won't be allowed to manage" then half the TT tournaments won't take place because there will be no one to manage them. So you just have to live with it and be grateful that someone is managing the tournament at all.

I don't tend to blame managers at all because they already do a lot for this game. I just want to think of a way to avoid the consistency in the future. So, instead of telling new managers "you must get the time zone name correctly otherwise you won't be allowed to manage", I prefer TT rule to tell them "we strongly suggest you use local time or UTC instead of CET because of its ambiguous meaning".

Sure. The only problem is that this could never be part of the rules because there are no rules for managers, there isn't even a rule that says the managers must post differences after play starts It's just the way it is, people play at first and as players they learn what managers do and then they can try to manage themselves. This "suggestion" that all deadlines should be 'local times' is a good one but there's nowhere to post it. As I said, it can't be a rule and if you post it in the managers thread then those who don't read the thread won't know about the "suggestion". So this discussion is really pointless

Actually there are 2 statements with "CET" in the entry system section in the current TT rule.
"The first entry deadline is always Sunday 6 pm CET"
"Doubles commitments start on Sunday 6 pm CET (the week before the tournament), players that are in the singles entry lists (main & qualy & alt) can now pair up" (this rule changes in 2010, so it can be ignored)
These can be revised with UTC.
And since all TT players usually read the rule thread before they start to play this game, the suggestion can also be added in the first post of the rule thread telling people it's not mandatory but better, so all TT players who'll potentially become managers can be aware of that. The suggestion can be added after this statement:
7. Match deadlines
- Managers will set a deadline at which no more picks will be allowed, even if a point hasn't been played. The deadline will be taken from the official order of play and set at a time when the first match begins.

Really, you are wrong in two accounts. First, most players don't read the rules thread before they start playing. Second, even if they open it they don't read every sentence carefully in case they want to manage in the future.

And the entry deadline rule is something every event should follow, so it's obviously better to make it clear.

Actually CEST was used in a big event like Miami 2 weeks ago and I don't see it add comlexity. And even if many people know what CEST means, there are also many people who don't know what CET correctly means. But at least "CEST is UTC +2" can be found by google and from many other places (e.g. Wiki) on the Internet while "CET is UTC +2 in summer" cannot. And UTC(GMT) may be more commonly understood. Even though we keep using CET as UTC +2 in summer, a statement can be added in the entry system section saying: "Notice CET is UTC +2 from the last Sunday in March to the last Sunday in October, and CET is UTC +1 in the rest of the year."
I think any option above is better than just using a plain "CET". Maybe we can have a poll to get to know which one of them (including "plain CET option") people think is the best.
