I've always thought that CET changes from GMT+1 in winter to GMT+2 in summer. People don't use the term CEST often because the S could mean either Summer or Standard (which is not the same). So... I guess CET is just the current time zone that most of Europe live in

Actually CET is exactly UTC +1 according to the official definition. Some European countries use CEST(UTC +2) in summer. See the wiki page:

As a result, I've always remembered that CET is 7 hours behind my time zone.
If CET has a special meaning (the time used in most of Europe, which has 1 hour difference in summer and winter) here, it is better to use UTC (which keeps the same for the whole year) instead of CET for deadlines to avoid any confusion because people out of Europe usually don't know the exact switching date for CET and CEST in Europe. I recommend it be written in TT rules so that any TT event would avoid using confusing "CET".

If you want to seriously recommend it you should write in the managers thread or in the rules thread. I don't support using UTC as the standard time zone because historically the CET (or CEST) has been used most often, people have become accustomed to it and it's more convenient for most people.

Haha it's ok it wasn't your fault.
Both Rome and Canada are 1 hour ahead than they are in winter, hence it's still 6 hours ahead for you.
