is this the tournament where all the matches are played at night? i remember there is some small american tournament that is like that.

No that's Washington DC in August. This is on grass, so its played during the day (grass dews up and gets too wet to play at night). The odd thing about this tournament is that the courts are right next to each other in one big stadium. That would be annoying.

I'm pretty sure it's Raining in RI....put it this way, they just showed a parade in Bristol and it's raining there, and it's raining here. soo... they may get pushed back a lil

It has been raining there today and all main draw play has been suspended until tomorrow. They are going to try to finish the Qual matches today if they can.
