Also I have seen Ivan''Wimbledon'' Miranda smoking.

Times change and France is a big country.  Apart from cafes and parties, I can't say I ever smell smoke.

Come to think of it, it's been a while since I went into a cafe and it's now forbidden to smoke in such public spaces (restaurants, cafes, etc.) So you'll find smokers on the pavement, but not inside.
