With regards to the Europa League, I'm sure teams would take it more seriously if matches were played on a Tuesday or Wednesday rather than a Thursday for a start.
And what would a team like Chelsea gain from going far in the Europa League? Absolutely nothing. They're better off without it, as are most teams.

Seems to me like the Overall performance of English teams is getting worse. And then you look at the Europa League, where the English clubs haven't done all that well recently and then you'll see that Spain has the best record in Europe recently

Yes of course it's gotten worse from the 2006-2009 years and possibly is still going towards a downhill trend but it still holds it's own against Spain and is usually doing better than Germany and Italy. That in itself speaks volumes about the English teams in the European competitions.

Since the 2006-2009 golden age of the Premier League, Fulham reached the Europa League final in 2010 (beating two German teams en-route), Man Utd reached the Champions League final in 2011 and Chelsea won the Champions League in 2012. Those are still very strong results.
Serie A teams care less about the Europa League teams than EPL ones do, and have had a much worse record in the competition in recent years. That was actually a major reason why they were overtaken by the Bundesliga in the coefficient table, and lost their 4th champions league place. Inter winning the 2010 Champions League and Fulham beating Hamburg in the Europa League semis prevented that from happening a year earlier.
