Hm, the Mexican team that played Canada in February featured Echagaray and Santiago Gonzalez as the lead two singles players, are they hurt, opting out or not selected? The surface is still indoor carpet, same as in Calgary, so why the changes, anyone who is more familiar with Mexican tennis than me know? 
Especially since those two are the only top 400 ranked Mexican singles players. Looking at results for these two, it looks like Echagaray is injured, which answers part of my question, but given that Gonzalez won a challenger only a month ago, what's up?

Echagaray is indeed injured. Gonzalez probably declined the offer to play; there haven't been any injury signs and he has been playing. It's a pity for Mexico, because Echagaray (in particular) and Gonzalez are good on fast surfaces. Plus, Gonzalez is a strong doubles player.
Rodriguez is a real clay court player and not a very impressive one either. Haven't seen the other Mexicans play, but Felder/Cuevas are a good doubles team and Cuevas should easily clinch two singles wins here.
