I think the loophole is in this rule

If a withdrawal occurs after 12 noon, Eastern Time, USA, on Friday, the vacancy will be filled by
the highest ranked player from that event’s qualifying sign-in list and players from
the original alternate list who have contacted the on-site Supervisor prior to the
qualifying sign-in deadline and preserved their eligibility on the new alternate list.
A player can only preserve his eligibility on one list.

That is the only thing that actually makes sense, with Sela not getting in. Sela was also ranked higher than Petzschner and Bachinger but didn't get in.

Also based on the draw http://www.atpworldtour.com/posting/2013/6486/mds.pdf as you can see Bachinger last acceptance with 109 and this is ranking history

In first set it was 6/6 7-8 and I don't, but did you heard that ref call "out"? Nobody says nothing I'm happy cause David won point and it's set for Illya

In second set you didn't said that with 3/3 and Marchenko serve Goffin has 3bp in a row and from that score he has run 1-13 in points

Too bad that David lost, but opponent was better in those conditions. Clearly Belgian has problems with wind.
