players withdraw from mandatory tournaments without any injury all the time

Besides, Fed doesn't even have to send an "excuse paper" for 2 withdrawals this year, because of a rule which is specific to players aged more than 30 and/or having played more than X number of matches ...

Anyway, Federer will get a zeropointer for that like any player who is ranked high enough to enter directly and skips a mandatory tournament, including injured players like Baker probably.

he or his team never said anything like that, there were only speculations from some people because of the knee/hardcourts relationship and because Nadal loves staying at Ellison's for Indian Wells, but has left IMG for Miami.

Federer has had a complete exemption from Masters 1000 player commitment starting Jan 1, 2013 as long as he remains in good standing.
He has fulfilled all 3 milestone conditions* for the complete exemption and thus does not require any excuse for not participating.

Mr. Duong is correct that he will still get 0 pointers for not playing.

However, to be eligible for the lucrative bonus pool distribution, he needs to play in at least 5 masters plus the WTF (if qualified) to get the full bonus pool amount**. He's scheduled himself to play in 7 Masters 1000 events, so I imagine up to 2 of those are expendable, depending on how he feels and where his best interests lie.

1.08 Reduction of ATP World Tour Masters 1000 Commitment
A. A player’s number of ATP World Tour Masters 1000 commitment tournaments shall
be reduced by one (1) tournament for reaching each of the following milestones:
1) 600 matches*** (as of 1 January of the commitment year);
2) 12 years of service;
3) 31 years of age (as of 1 January of the commitment year).

If all three (3) conditions are met then the player has a complete exemption
from the ATP World Tour Masters 1000 player commitment.

The first Year of Service shall be the first calendar year in which a player has
competed in at least twelve (12) tournaments offering ATP ranking points.
*** From 2010 only main draw singles matches played in the following
events will be used in the player’s match count for purposes of this rule.

Barclays ATP World Tour Final
Grand Slams
Davis Cup

Challenger and Futures matches played prior to 2010 will remain on the player’s

After Miami, Australia immediately play Davis Cup on clay, Miami does not really need, for him I think. But, Lleyton said that in U.S. will play 4 tournaments.

Looks like Isner is struggling to get over his knee problem. He lost to Istomin in Singles and withdrew from Doubles at Memphis. Not sure if he will play here.....
