As a chessplayer, I can say this is wrong. I have several times lost games because I did both the penultimate and the final mistake.

I know nothing about chess. I just thought it was an interesting quote about making the next to last mistake instead of just making the last mistake.

It's not bad. Tartakower was quite a character, though. A couple of other famous chess quotes from him are: "It's not enough to be a good player, you also have to play well" and "Moral victories don't count".
