Definitely. And for that matter I kind of wish people would aim at the body more when their opponent approaches the net. Sometimes it is the safer shot than the passing shot.

The body serve is the only thing I can really think of. It's another thing that players restrict themselves from doing often because of etiquette, but it's a perfectly legitimate shot.

I remember Santoro giving Roddick a death glare when the latter served one at him in the USO.

You're right in that it's not your standard dropshot. He hits it with soft topspin.

Like Pratik said, it's been a staple in Tomic's game since he came on tour, but it's a very unorthadox shot. It's extremely tough to execute because he is effectively stripping the ball of its momentum and pace without changing spin.

Tennis centers around here teach something called "rolling topspin", which is meant to make the ball dip just past the net, but I've never seen it done to the extreme that Tomic hits it.

I don't follow you when you say he has to play it like that.

There's nothing physically stopping him from shifting his grip to a continental and playing a typical backspin/underspin drop shot.

Part of the effectiveness of that shot is the added disguise he has in playing it with his (presumably semi-western) forehand grip, which I'm sure is purely preferential.
