Dimitrov probably felt compelled to play here because he was given a WC when he was even younger. It's a smart strategy that the tournament practiced before with Federer: establish a connection with a highly promising junior, so that he is bound to come back when he's at the point at which he will draw huge crowds.
In that regard a WC might almost be better spent on someone like Coppejans or Dzumhur than on De Bakker. (But with 4 WCs De Bakker and Sijsling should be sure locks for a WC). I do expect some young non-Dutchman to get a WC this year. And some charismatic player who slid down the rankings, like Monfils.

Coppejans why not, but I don't think it would be good for Dzumhur to get a WC in a such strong ATP field. He would just be destroyed, I don't think it could help him to improve. He has not yet the level. Coppejans neither, but they aren't at the same stage of their career.

Uhm, Dzumhur's credentials are stronger than Coppejans in ITF events. And he had a fair showing in Melbourne, beating Van Der Merwe and taking Chiudinelli to a deciding set. They stand about equal chances of being demolished IMO.

Compelled is a strong word. He had his breakthrough (well, you know what I mean) victory here together with an epic three set match against Nadal, so I'm sure he loves to play in Rotterdam.
