nope, not yet, there aren't many users in red, or any that I know of(pusher for life used to be, not anymore)

cool, though he might not even come back, but someone could PM him and ask.
The person being repped cannot be maxed out though, there might not be any change in their points and we wouldn't know if it was because of them beng max or because repped by a negative user doesnt add points.
Another question, all reps given by users under 300 posts show up as grey. Does this affect your score?

I thought the grey dot was for posters who had rep points below a certain threshold.
Considering all the bad reps I have given him, he probably would have enough

A grey badrep doesn't give any points, I believe. I got one once and thought my points didn't change (though I can't swear to it, the last digit might have moved). A grep goodrep I don't know, only ever got one that I remember and I got another at the same time masking its effect.
