In the options given, it is France. Overall, it is not. Reaching top 10 can not be considered as underperforming.
India would be a better option. There probably would be others too.

Leander Paes: Won USO and Wimbledon juniors. Finalist at AO. Junior #1. Career high rank:73. Never reached round 4 of a GS.
Ramesh Krishanan : Won Wimbledon and FO juniors. Junior #1. Career high rank:23. Never reached a GS SF.
Ramanathan Krishnan : Won Wimbledon juniors. Been in top 8 seeds of a GS twice(Before ranking), never reached a GS Final.
Yuki Bhambri: Won AO 09 juniors. Junior #1 for a long time. Unheard of since. Junior GS winners after him have done much better than he has.

Sebastien Grosjean was junior number 1 as singles and doubles, which was unheard of back then.
