The famed Geneva nightlife seems to have taken its toll - this morning, 3 of the players scheduled to appear for qualifying matches did not show up (including two supposed to play against each other, putting the tournament organization in a strange position). Vilnietè got a bye and was seen while coming back to the hotel, mumbling something about "waking up early for this".
Broseghini and rajknier played a near-perfect match: almost no unforced errors and lots of great rallies. rajknier ended up the happiest player by winning on a third-set tie-break, but the absences from the QD meant Broseghini also got a place on the MD.
J99 and ANDRE AGASSI's match, while not on the same technical level, was also entertaining. J99 won the first set with ANDRE AGASSI double-faulting while trying to go for a second-serve ace. ANDRE AGASSI came back by winning a second set after an unforced error from the opponent and consolidated the turn-around with a solid third set. ANDRE AGASSI qualifies to the MD, and J99 will be the sole LL, hoping for a player to give up.

it's first and final. The rule is supposed to be applied in the situation of placing ALTs/LLs, and it is clear that a round where that can happen configures a "first round" for the purpose of that rule. As this is the case here, I see no reason not to use it.

I think maybe you misunderstand the rule, it says that if there are no ALT's or LL's to replace a situation where both players in a 1st round qualy or main draw match only fail to send picks only then can a LL move into the next round, it doesn't say "what round suits the manager" or anything like that, as far as I know the final qualy round will always be the final qualy round, maybe you should ask your fellow managers about this.

You can bring the issue yourself in the managers thread if you wish - I'm quite sure the rule applies here and they'll answer so. Marto already gave his opinion above.
I'm not sure exactly what do you think should happen otherwise - no LL moving into the main draw? Bye for the 1st seed? It just wouldn't make any sense.

Why should I bring it in the managers thread, it's you who needs to know the rule, I don't see why you can't/won't do this. Marto did not say anything, Vilniete did and they are not a manager.
A player getting a bye is normal.
