It's a little funny to see that at the moment every active player is ahead of every retired player (if we consider Ferrero retired).
Djokovic' comeback will one again vault Nastase into first among those with one stretch only. He's lost that distinction many times but always regained it.

TBH, Nastase was helped a lot in having a longer stretch by the fact that ATP was releasing a new Rankings much rarer than today. Although, he could have had only 8 weeks like Newcombe, so it's still a bit of an achievement.

That is true. Wilander is actually the one who has topped the most different ranking lists in only one stretch.

Federer being so dominant helps Nadal's numbers in this case. If he'd had less of a stranglehold on the #1 ranking then Nadal might have stolen it a few times in '05-'07. Even though he'd have more weeks at #1 it would be over 3,4,5+ stretches so his "efficiency" would fall.

That is of course true, but he was never close to it. Federer had a really commanding lead throughout. His lead was never below 1500 points, which today corresponds to 3000 points - a Slam and a Masters. If there should have been back-and-forth then 2008-10 would have been the time for it.

I agree it is a great post, but I disagree a high score in this statistic is an argument for greatness, (neither is it an argument against greatness).
Because if Federer had performed worse after 2008 and never regained #1 for a second and third streak, his score in this list would be much higher (237).

It's a measure of efficiency as Number 1. It actually measures how much a player can hold his number 1 position when getting it.
1. It is a mark of greatness from a certain point of view. It shows the player's domination power. See how some former number 1 players had many streaks one week long, and nowadays they have less streaks many weeks long. That means their advantage to the competition is higher, their domination power increased. It's either be efficient or not. If you get the number 1 position, hold it. If you can't hold it, don't get it. It's like capture the flag.
2. From another point of view, the ATP has kept increasing the points gained in majors against points gained in minor tournaments, so the players that win majors will always dominate other players, making fluke number 1 streaks (a few weeks long) closer to less likely. This point of view also goes in my book.

Has there ever been a rerun of ranking numbers that uses a consistent standard from beginning to end? For example granting the same number of points for a major from beginning to end. This may be impossible to create but maybe someone has done it anyway?

lapsus : Djokovic will take number 1 after Paris and Fed end his current streak at 302 weeks,
as Djokovic has not asked a wild-card in Basel or Valencia, he will concentrate on Paris MS1000 then the WTF.

Yes, this is the correct date, it is also the date duong refers to - "After Paris". Paris is played 29/10 - 4/11.
