it's called bad sportsmanship and to a degree it is gamemanship which is not ok. you can do a lot of things on a tennis court but that doesn't mean they aren't frowned upon.
it would be like if Andy Murray went out and served 50 MPH serves a lot to throw off his opponent, and then suddenly served at 130 MPH. sure he could do it, but it wouldn't make it appropriate or respectable.
