its really frustrating for me when i don't always have people to play with! if you're looking for a tennis partner in your area, you should really try www.marbleplay.com. it's a new site that i've used a few times to find people to play with, and it will definitely get easier to find people once more people start using their new buddy up system!!!

I use http://buddyup.com to find people to play with. Easy to find someone near your location, skill level, and most importantly someone looking to get the same things out of tennis as you. There are other sports to choose from too for a little cross training if you will.

Those three above are all new sites and do not have much for a member base.
The biggest tennis network is Tennisopolis which has 39,000 partners divided into 600 local groups.
You can search by skill level and location.
