Tennis is inherently an individual sport. You win or you lose, no point accumulation. That's why we always see direct knock-outs and rarely other types of format. Even the WTF may suffer from some 'dead' matches. The Davis Cup is still fun, and the dead rubbers are just part of the deal. The rule isn't enforced such that top players still have to play the dead rubbers because such rules are not reasonable and cannot be enforced. You already know that people on both sides will not put much effort into such matches, so you need to allow for flexibility instead. I think even lower rank players do not gain any points from dead rubbers.
