The early 90s were still decent. The late 90s were the low point, with players like Thomas Muster, Marcelo Rios, Carlos Moya advancing to world #1. Sampras and Agassi were good when they were good, but Sampras gradually turned into a Wimbledon-only phenomenon and Agassi took long breaks between his peaks. They didn't have that 'these guys are the ones to beat, at every tournamen't status that, say, Connors, Borg, McEnroe had in their day, or Federer and Nadal had later.
Mens'' tennis came gradually back in the early 2000s with Safin, Kuerten, Hewitt. And then came Federer.
Today we're at the end of a golden age, Federer is old, Nadal's body is giving out, and even Djokovic and Murray are beyond a tennis player's best years. From here things can only go down.
