I don't think so (well I'm not that racist
), just that I don't think they've ever won in sailing before.
And that was just one example. Australia lost the swimming completely, they used to win loads of medals but now it's USA, China/Japan dominating in swimming (instead of Australia). Probably in many other disciplines also the success switching from Australia to the Asian/Pacific neighbours.
They have the population, they have the systems in place and the intent to succeed so it is not that unimaginable, no?
But yeah, this Olympics has been strangely unsuccessful for some traditionally strong countries. Don't think it is a long term trend though.
"Who ain't a slave? Tell me that. Well, then, however the old sea-captains may order me about—however they may thump and punch me about, I have the satisfaction of knowing that it is all right; that everybody else is one way or other served in much the same way— either in a physical or metaphysical point of view, that is; and so the universal thump is passed round, and all hands should rub each other's shoulder-blades, and be content." - Herman Melville, Moby Dick
