The kids need a sharp lesson, but what about the parents? A well-brought up kid may at a given moment behave disgracefully due to peer pressure, but there have to be group leaders goading them on, and the parents of the leaders should be fined until it hurts. They have failed, either by not breeding their sons properly, or by not seeking outside help if they are unlucky enough to have a psycopath living upstairs.
