For velocity the only way I could think of is buy a speed gun. You could find one for about 100-150$ US. For the acuracy test you could make a target like with a bulls eye. Like basically and archery...

My backhand is my weakest. I'm forced to revert to slicing a lot of the time. But I can really whip my forehand so I step around my backhand and hit inside out a lot.

Very simple advice here. Get your racket lower when your setting up. It will make it alot easier to put on more topspin as others suggested.

Yes using rackets that are too light can easily injure your arm and give you tennis elbow.

A few things.
You could have a broken grommet with a sharp edge which could be breaking the strings. Also both places could suck at stringing.

What would be a good idea would be to do a hybrid....
