They didn't need to play 3 Davis cup ties in the 4-year olympic cycle, only two, thanks to the fact they had played 20 Davis cup ties in their carreer,

no he was coming back from a ban, he didn't have a ban later as far as I know.

tennis is declining because the generations from 1988 are weak, and most of the strong 1980-1982 generations have left.

Tennis on top is full of 30+-year old people.
