Why not, exactly like this. If an umpire notices something that warrants extension, he could reset the clock for another predetermined period and anounce it - all transparent, and feasable.

Maybe some people should stop and think about the rule itself for a moment - does it essentially come down to "a player has to serve under 20/25s" or "each time a player fails to serve under 20/25s...
